What are these tiny flying bugs in my apartment?

Even if I could take a picture of one of these bugs, they are too small to see.  I have them in my apartment.  Do you know what I am talking about?  How do you get rid of them?  They are near the garbage disposal, and many other places.  I don't think they bite, but I do have bug bites.
