They used weather forecasts, the percentage of the population that's 14 or younger, costume and candy stores, walkability, the number of bars, the crime rate, and the cost of tickets to Halloween events.

The ten best cities for Halloween are:

  2. Jersey City, New Jersey.
  3. Newark, New Jersey.
  4. Gilbert, Arizona.
  5. Laredo, Texas.
  6. Irving, Texas.
  7. Santa Ana, California.
  8. Garland, Texas.
  9. Chandler, Arizona.
  10. Plano, Texas.

The ten worst cities are:

  1. St. Petersburg, Florida.
  2. Memphis.
  3. Detroit.
  4. Winston-Salem.
  5. Oakland.
  6. Baton Rouge.
  7. Charlotte.
  8. Indianapolis.
  9. Nashville.
