This past week in Deltona, Florida, a guy walked into a water department office, handed one of the employees an envelope, and walked out.

According to the West Volusia Beacon, when the employee opened the envelope, she found a white powder inside.

Police were informed and they evacuated the whole building and brought in Hazmat teams to figure out what the powdered substance was.

But they found out the substance was not Anthrax, poison, or anything else that was lethal.  It turns out the substance was crack cocaine.

Apparently the guy did not have the cash to pay his water bill, so he decided he would pay it in crack cocaine.

The sheriff's department is tracking down the guy.
